Spent at least 10 consecutive minutes in build mode decorating to make an interesting and attractive city, using at least the categories Decorations, Lights, Decorative Buildings, Ornaments. This is available after rebuilding your tower, which occurs after the tutorial. Complex mode will enabled more attractive cities than simplified mode if you learn how to use it, but either is acceptable. After you are done decorating your city, press escape to return to your wizard tower, then walk downstairs to walk around the city you created.
